Very likely the blank Pokemon from the list are unrevealed ones who got scrubbed. Also the Crabrawler evo looks Fighting Ice

Blank pokemon are totems. Unless there is an Ice type event legend not in the Alola dex that's with the ice types, unless there is a UB with Ice as it's type or picachu changes to ice when wearing the sinnoh hat.

It seems that the blank images correspond to totem Pokemon, since they come after things like Raticate and Lurantis which are confirmed to be totem mons.

I don't really think it's the full dex though. I'm pretty sure it's missing the Kanto fossils, and Beedrill isn't there despite Butterfree being there, which doesn't make any sense.
