The megas and the kalos forms change gameplay and had to be created by doing actual work from GFs side. Well, not the dugtrio, persian or muk lines, but otherwise yes. Actually come to think of it, that reduces the effort from 18 to 12 actual Kalos forms that they put effort into.

Also, they could have just made these new pokemon with slight alterations and called them new pokemon, but opted for the Kalos pokemon with alolan forms simply because its better marketing, you faggot.
