Rock/Fire is Marcargo tier anon. It's weak to 3/5 of the most common attacking types (taking 4x damage from EQ), with an extra 4x weak to the ubiquitous Water.

His ability would literally have to halve damage from Super Effective hits for him to be even barely useable. Even Wonder Guard wouldn't help him enough for him to be worth anything.
