Actually, none of the dinosaur fossils are made of bone. They are stones in the shape of the bones and whatever may have been there. Even elaborale dino mummies have been found with fossilised skin and such. It's entirely possible for the sails to fossilise and not become bones as you said. Every fossil is stone.
