Why is Zygarde Complete in the dex as a forme?

Is it just like in XY/ORAS that you can choose to either view the Mega or any other specific forme instead of the regular one in the dex?

Really hoping this is confirmation that the gimmicky shit Zygarde got with Power Construct is just temporary, though... it's unlikely as fuck

Would like to mention that the Zygarde Cube must have some kind of purpose other than just collecting cells and cores, and viewing it from the lore, then it just doesn't make sense that Zygarde cannot be in its Complete form whenever it wants to

After collecting all the damn cells and cores the player should be rewarded with Zygarde Complete and its Power Construct ability changes to Aura Break, along with a buff to that ability.
