there is more than typing to usability. Scizor without technician is shit because the alternative is swarm or light metal, which are deemed useless on pretty much everything. If scizor got Tough Claws or Sheer Force it would be usable without technician.
Of course this thing looks like a moxie/swift swim pokemon to me but maybe it'll get tough claws. we also don't know it's movepool, but it's likely to get water-type moves that Scizor doesn't have.
Furthermore, we don't know how the meta will change based on new moves and abilities next gen. One of the reasons Ferrothorn outclassed Forretress as a support pokemon despite lack of rapid spin was scald being a dominating force and ferrothorn's resistance to water (in addition to iron barbs, leech seed, and thunder wave). Maybe it counters something meta really hard
