Use the NTEVO version too, I recommend.

Ampharos: +10 SPD, + 25 DEF, +10 HP.
Ariados: +60 SPE (Why is this thing supposed to be slow again? Spiders move pretty quick).
Corsola: +60 HP.
Granbull: Make Normal / Ground Type and add +15 to SPE.
Noctowl: replace Keen Eye with Filter, add 10 to DEF.

Give Magcargo 30 to defense, special attack, and special defense.

This leaves it with a BST of 500.

It still has 50 hp, 30 speed, and two 4x weaknesses. It also doesn't have a good ability, so it still probably isn't good, but its usable at least.

Also give Dodrio +10 speed and +10 attack. It still isn't very good, but at least then it will have the same BST as Pidgeot now has.

Now that Pidgeot and Dodrio are on the same level, give Fearow +10 to HP, both defenses, and speed. This makes all 3 Normal/Flying types compete on a much more even playing field.

Give Octillery +15 to both attack and special attack. If its going to be a slow, squishy, mixed attacker, it might as well at least have the courtesy to hit hard.
