Hustle will never see use because you need to set up a turn with Hone Claws to get to +2 with Hustle. Raticate learns Swords Dance anyways, thats +2 in one turn and it is also able to reliably attack without setup

If this thing gets hone claws to set up, then it gets just as much damage from one use as a Choice Band, while removing its accuracy penalties, giving it at least 2 potential builds that can fuck the living _shit_ out of anything that doesnt resist dark or is naturally a physical tank. Even then its more accurate than Focus Miss, Stone Miss, and Fire Blast, which are still OU staples.

It may be a one-trick-pony, but so is half of OU and a chunk of Ubers. I'm not saying it'll be OU, but I think it could find a spot as a UU mon that could function in OU under specific niche, like Cloyster.

Not every shitmon can OHKO Landorus without any type advantage OR any setup moves

Unfortunately, that is one very punishable trick. Any priority will wreck it, it can be seen coming from a mile away, and if it guesses wrong between Crunch or Sucker Punch it dies. Certainly not useless, but not nearly safe enough to make the risk worth it in OU.
Then again, who knows? Maybe it will get Turbo Hone Claws or something. I've seen too many left turns with these new Pokemon to take anything for certain yet.

As for the moveset, I think Raticate won't matter specifically, as Raticate already learns a ton of Dark moves.

Assuming it would have similar stats, I highly doubt it.

A-Raticate lacks bulk to safely set up. It is possible but it's dangerous.
A-Raticate typing doesn't allow it to switch on anything bar some ghost, dark and psychic types.
The only gimmick of this Pokemon is hitting hard from Sucker Punch/normal STAB. It seems very predictable.
All of its power comes from Hustle. Think about it. Hustle.

And comparison with other Pokemon:
Durant, which is the only good Hustle user, is faster and has better typing. It only lacks priority. Durant is currently in BL2.
Adamant Absol hits as hard as Jolly Hustle A-Raticate while having superior coverage (Play Rough and Superpower) - it is RU. Additionally, Mega Absol outclasses A-Raticate in everything.
