If they were to scale the bigger ones would be retarded huge and the battlefields would have to be larger to accommodate them without ruining the camera movements. Not to mention the bigger the model the worse it looks. Overall it's just not worth it. Canonical Pokemon sizes have been debunked this gen anyway.
