I'd rather have "overdesigned" Pokémon than the bland shit we got in the first two gens. Pokémon are meant to be monsters, not just generic animals. They should have a lot of detail to make them stand out.

It's mostly the legends, the gen 4 and 5 legends were god fucking awful and funnily enough the box legends were the worst of the bunch.

Tyrantrum is a very well thought out design though, notice how his flourishes actually fit his theme. He's a tyrant, he's a T-Rex. He has a crown, he has a fur collar (no cloak with it, but you can instantly recognize the motif), he has a beard.

Compare to Garchomp where they just stick spikes and yellow on him at complete random. Gen 6 pokemon were on the whole pretty well designed. Gen 4 was, IMO, the low point of pokemon design.
