One refers to to priority attacks while the other refers to priority moves in general.

Dazzling can't out priority protect but Queenly Majesty can. Queenly Majesty exists to shit on stall setups.

Sort of, but Queenly's Majesty is meant to be intimidating, whereas Dazzling is meant to be disorienting.

Bruxish uses its psychic powers to give terrible headaches to opponents and eventually leave them unconcious, and Dazzling was made with this in mind. Therefore, Dazzling can't fit Tsareena because it doesn't have psychic powers, it just has a no-nonsense, intimidating personality reminiscent of a noble woman.

Dazzling only affects offensive priority moves, queenly majesty affects all priority moves

I think Gamefreak had an idea for what ability that they wanted to give each pokemon, but they didn't think the name of that ability suited it. I don't really mind them having the same ability (even if it is kind of boring)
