They didn't make Gray because Nintendo lost their shit when they said they were doing that instead of a new gen on 3DS. Nintendo only grudgingly let them do BW2 because GameFreak begged and said it would totally not be a rehash and they'd start working on XY right away. This was in an interview posted on Pokebeach I think before XY were released.
