Yup, they took different pokemon, Salt, Sulfur, Mercury and Lead and used Alchemy to fuse them together to try to create Aether. The process failed though and they only created Silver, thus it's name. Still, it probably has incredible power and the Aether foundation's intention might be noble after all.
