Goodra is most certainly a dragon in that it's based on a Celtic/European dragon named Lou Carcolh, which was a massive slug like dragon who protected the islands of Albion (Aka the British isles)
Dragalge and Kingdra are both sea dragons, Noivern is a Wyvern- a kind of dragon.
As for a number of the other ones, we don't have a dedicated "carnivorous dinosaur" type, so Dragon fits the bill pretty well.
Also Eggsecutor is a pun on the plant both forms of the mon are designed after.
