Because in those cases a single row of scales in enough to cover the whole arms/neck.

Look between the two chains behind its arm, there is a huge bare area there. And why are these chains so stiff. The way they stand out makes them look more like limbs than decorations.

In Jangmo-o evo's case, it is definitely not overdesigned, the scales and decorations fit the theme of an mesoamerican warrior inspired reptile.
