desu its better defensively but its perceived to be better offensively because most dragons have OP stats and good secondary STAB

maybe one day we'll get actual good defensive dragons that arent one sided and slow like goodra

The best offensive type is Ice/Ground by far. If it weren't for Levitating, the ONLY type that could resist both of its STAB would be Bug/Water. Which, by the way, are super effective against 9 types together

Best coverage of any type, honestly. It can be used against pretty much anything that isn't a fairy.

Having wide neutral coverage is better than having a ton of SE and Reists in the same type. Dragon is a fantastic offensive type.
