As I said, Team Rocket holds him back.

He's only in Team Rocket because his parents are terrible and wanted to force him into an arranged marriage for their own personal power gains. It's tragic that he had to do this because he's clearly a good trainer.

Also it's not bad to abandon them if it's being done for their own best interests and not his own. I don't think James has ever thrown away a pokemon due to lack of interest.

But you're also right about brand recognition. They don't really wanna do anything with Pikachu anymore, but the yellow mouse is wayyyy to popular with americans and little kids to just throw away.
