It's not a big difference, but early game, you'll probably use Tackle a fair number of times, whether it's to defeat wild Pokemon, get them into a better HP range for catching, or to defeat Trainer Pokemon.
After all, there's always the possibility stat RNG or type match-ups or abilities mean Tackle may actually be better than an other choice of offense...
For what little time you have it during, anyway.

All jokes aside, perhaps this is to make early-game poke catching easier. Just from my experience, ever since Tackle was 50BP in Gen 5 and 6, once my starter got a few levels higher than the wild Pokemon, I kept accidentally fainting the Pokemon when I would try to get them down to 1/3~ health.

Not him, but the dark immunity to psychic was original a way of nerfing psychic in gen 2. It was totally dominant in Gen 1 and by far the best type, so in Gen 2 the new Dark type was introduced to counter it.

Nowadays, though, psychic types actually really suck. There's no more Special stat. There are a lot more bug- and ghost-type moves, and ghost-types in general that can threaten psychics. Also lots of Pokemon that aren't even dark, ghost, or bug type get those moves, and they're really common - mostly U-Turn and Shadow Ball.

Basically, ever since Gen 4 psychic types have been getting shit on. It's time GF gets with the times and stops nerfing them already. They deserve some of those nerfs to be rolled back.
