It's probably that, and it's easier to switch into Lava Plume without getting burned. You switch a fire type into Lava Plume, you take NVE damage and won't get burned. You can't do that with Scald. You need Water Absorb or Dry Skin or some other water nullifying ability.

The problem with Scald is that it's only 10BP weaker than Surf, in exchange for a 30% burn rate. It's the equivalent of handing nearly every special water type free passive burn on its most common move. Water was already a good type without it.

Burn status used to be an exclusive niche for fire types which now almost every water pokemon has access to and with a much higher success rate.

There almost is no drawback to scald. Water types are typically bulky in special defense and can further support themselves by burning counters. 80BP is a little much.
