I'm honestly not even sure if there's a complete concrete list on the internet.

The Pokemon Company treats every pokemon a lot more importantly then Bandai treats every digimon, and not every digimon is in every digimon game, so ikt's harder to keep track of

Even hardcore digimon fans probably could only name like 100-200 digimon off of memory, and there'd be tons of digimon that even if you said the name, they'd go "Who?"

I never played any digimon games and I figure this is as good a place as any to ask:
how the hell does the evolution mechanic work in the games?

For example, the wiki articles on Togemon say that it can evolve to 3 different forms in Digimon World 2 but doesn't really explain what it takes to get each form... Palmon's article also lists two evolutionary branches, but I didn't see which games had what. Are evolutionary paths clear or did you just have to hope?

Evolution in games are usually based on levels and stats, and other in-game benefactors; like one called ABI and one called CAM in Cyber Sleuth. It's really nothing like Pokemon, as Digimon are composed of data and are allowed to not follow linear paths.

It lets Bandai be lazy and reuse a Digimon for an evolution, rather than make a new one.

Depends what you mean by clear, they're not random.
Take World 1 one for example where the evolutions are mainly decided by the ratio between your stats(think the Hitmons in pokémon) but there's a bunch of bonus checks you can do too. So it can be a bit confusing to know what has the highest priority at times.

There are also items in the game that force your digimon to evolve into specific pokémon if you can't be arsed to do it yourself, but they're kind of rare.

Appmon grades go
Standard > Super > Ultimate > God.

For the record, digimon levels are
