As someone who stopped watching the anime around gen III, what makes Serena so hatable?

She's just there to shipped with Ash. She can be summed up as Ash's arm candy.
You can tell the writers had no clue what else to do with her and settled on shitty contest knockoffs that make no sense and never amounted to anything. Like how she cut her hair to show muh development and mature and shit even though she acted the exact same way throughout the rest of the show.
