Despite the 1 v 1 matchup being bad, Emboar does much better in a general competitive than Samurott.

Emboar has a niche roll with very high damage output, albiet at the cost of health and also being rather slow.

Samurott has nothing special...which makes it a bad competitive choice. Everything in its kit is average. 108 SpA wouldn't be bad, if it had a means of boosting it or a better speed stat. It's has SD and Aqua jet...which basically makes it a worse version of Azumarill. It gets shell armor...and zero defensive moves to abuse it as well as barely above average defensive stats. 70 base speed is...middling. Very sad. The perfect speed of "never fast enough" and "to fast for trick room."
But I do like Samurott's design a little better than BaconMon.

Emboar gets totally outclassed by Darmanitan which is a poké you get in early routes. I have always based in that that Emboar is the worst starter in gen 5 otherwise, if we don't count that Darmanitan it's in the game maybe he is a better choice than Samurott, knowing that does better in the gyms and vs one of the elite 4 and Samurott does pretty balanced/neutral overall i would choose probably Samurott as a worst starter.

I started with Snivy in my current replay, and I think it's the weakest of thenthree without it's DW ability. But you're right, I caught a Darmanitan for the first time and it's a total bro. It's so much better than Emboar it's not funny.
Design wise, Emboar and Serperior are superior to Samurott. Sad, because Dewott is one of my favorite designs
