Can someone tell me what's the big deal behind this particular hack? Apparently it took several years to make but is there anything new in it?

Koolboyman, the author of this hack, made Pokémon Brown in 2004, and Brown is like one of the most important hacks in the scene, revolutionary for its time, because it was the first full hack with a fully custom region, Pokémon beyond 151, etc. In 2007, KBM started working on a sequel, Pokémon Prism, and its development has been a complete hellstorm. Earlier this year (or late last year maybe) he contacted the guys at TPP and they agreed to help him finish the hack, they ported the ENTIRE THING from Gold to Crystal to be easier to work with, and now we're finally seeing the finished product.

TL;DR: It's a sequel to one of the earliest "real" hacks of a Pokémon game, was super ambitious, and now we're seeing the finished product after 9 years. It's the ROMhack equivalent of Half-Life 3 getting released.

Also they apparently removed the old Prism section from the official website. That makes me sad, because it had the line "featuring Pokémon from all four generations!" which was a nice time capsule reflecting just how long this has been in development.

I've had the sound turned off, but I noticed early on that Prism has the same audio system as TPPAC, where a song in the overworld will pick up where it left off after a battle (as opposed to starting from the beginning). That feature always caused audio desyncs for me in TPPAC, has anyone leaving the stream on in the background with audio on noticed desyncs yet, or did they fix that bug?

There were plenty of games after Red which had no or little democracy usage (such as Emerald in the final gym).

Depends on the game. Some runs are boring trash, some are actually quite fascinating. You don't need to pay too much attention to the chat.
