The problem is that they decided to give the gym leaders gen 3 pokemon only. While it worked for Sidney and Drake because gen 3 had a lot of dark and Dragon types there simply were not enough ice and ghost types to make a decent team.

Dragonair isn't flying. And "Dragon" is kind of loose, if it can learn a dragon type move, that has usually been enough to count.

In GSC, yes, all of his pokemon were part Flying.
But he also has Kingdra sometimes too.

Eh, it's still kinda gimmicky. I get what you're saying, but you're potentially using up a turn switching to a better-equipped Pokémon just to be able to touch your opponent at all - and every move counts. Four moveslots doesn't guarantee that you'll have one or more of Fire, Flying, Dark or Ghost moves, common though they may be.

Dragon is justifiable; it's considered the "toughest" type and the real challenge in the game (shown by the fact you don't encounter Dragons until late game most of the time). But yeah, no Flying (an incredibly versatile type) and Electric (hit hard and fast) is bizarre.

The only Fire-types introduced in Gen. IV were the Chimchar line, Heatran, and Magmortar. Heatran was exclusively post-game, and you couldn't even FIND the Magby line in D/P without dual-slotting Leaf Green (again post-game). Ponyta was the only Fire-type you could find naturally in the wild.
