Why is it used less than Clefable?

Clefable has a better defensive typing and just better utility in general as a defensive glue, on top of Magic Guard. Togekiss serves completely different roles, either as a stallbreaker or an utility annoyer. Clefable is either a blanket check to a bunch of shit, a Funaware cockblock to HO or a CM Wincon.

Too gimmicky.

It's weakness to Ice and Electric attacks makes it much more risky to use.
Also, Clefable Unaware is great in stopping pokemon that try to set up.

basically what that other anon said was:

1) The additional Flying type Togekiss has does more bad than good due to the weaknesses to Ice/Electric/Rock than the benefits of Ground immunity, etc.

2) Clefable's abilities in Magic Guard and Unaware are both superior to Togekiss' Serene Grace because Unaware stops setup sweepers and Magic Guard lets you stall and win by spamming Calm Mind over and over.

3) Togekiss is delegated to the role of Twave + Air Slash roll-of-a-weighted-dice to win while Clefable can do lots of different roles.

I personally love Togekiss and its a real bro, but Clefable is a better support Fairy. At least Togekiss is a solid pick in vgc16 ;( it's decent in vgc15, but Clefable/Clefairy are better overall.

No Moonblast. Moonblast would break this thing so much it would be A+ Rank below Clefable. Clefable would still be the better defensive Fairy option though. Flying weakness are a huge hindrance.

Clefable is stupid good

I still use Togekiss though because it's my favorite Pokémon but usually in doubles to redirect moves and speed support with either thunder wave or tailwind

I think it's a mentality thing.

Togekiss's best roll is Serene Grace-Air Slash Flinching. Scarf Togekiss is deadly about 60% of the time.
The paraflinch set is a tad riskier, do to having to take damage priror, but is more rewarding.

If you can sneak a nasty plot in there somewhere it becomes a very potent wall breaker/sweeper. The flinches can help compensate for a lack of damage output.

1) It's one of the most annoying things to face in the game.
2) Consciously, nobody wants to be called out for having "no skill" or using a "brainless" strat. Relying on "luck" rather than "skill."
3) You could not give a fuck and just use it, but some people take that criticism to heart....they shouldn't, but hey, nobody likes to be made fun of...
