I've always wanted this. It doesn't make fucking sense that Earthquake can't hit Gengar who is clearly standing on the ground, while it hits Pokemon like Chandelier who are clearly levitating.

This, the game isn't balanced around that.
Electric/Steel with Levitate would have a defensive score (immunities, weakness and resistances added together) of 12.
The only existing typing that comes close is Fairy/Steel, which has a score of 13,25.
For reference, pure Steel has a score of 15.

But if a Pokemon is designed to be floating, isn't it just fair that it has the advantages of it too? Now, Pokemon like Chandelure, Mega-Altaria or Meganezone just don't make sense.
It also always bothered me that a Levitating Pokemon like Latias can be just hit with Earthquake as long as the opponent has Mold Breaker. It shouldn't be a thing.

Why does missing with Jump Kick hurts you but missing with Bounce doesn't, if the dea is that they fell and hurt themselves?
