He does need a mega because right now he's just objectively inferior to almost every other dragon option out there.

Garchomp is better at choice sets since 102 base speed puts him in a much more flattering speed tier.
Dragonite and Altaria are both better at doing bulky setup shit
Salamence is obviously better at special and offensive DD sets
Hydreigon is ass now that fairy is a thing but at least it has a unique typing going for it.

The lack of an x4 ice weakness is irrelevant because his BST is so much lower than the 600BST dragons and what ends up suffering is his bulk. Garchomp is base 108 HP, Haxorus is only 76. Altaria has the unique typing that makes her kinda viable. in several different roles. Haxorus has pretty much nothing going for it.

Haxorus should have been Dragon/Steel from the getgo, that would have given him SOMETHING unique.
