I thought they all burned up from a fire caused by a thunderstorm which put out said fire with water, so their types would come from the things surrounding the destruction of the Tower. Maybe they were all pure Dark-Type prior?

It could very well be a Jolteon a Vaporeon and a Flareon, since the Furisode girls are close by, but most likely they weren't Pokémon until Ho-Oh revived them. Not to mention they purposefully detail the fire of the building, the thunderbolts attacking the tower, and the subsequent rain as if to contribute in making them.

Yeah I've heard that theory thrown up a lot, it makes sense to a degree and I guess you could back it up with the fact that people in those old times are described as fearing Pokemon so friendship based evolutions like Espeon, Umbreon and Sylveon or training based evolutions like Leafeon and Glaceon would be very rare if at all to happen.
