Let me spell this out for you, real simple like. Most, if not all, Pokemon, are conglomerations of real life creatures. The ones you've posted above have traits from big cats, wolves, bears, other carnivores, and mythological creatures from Japan. In order to avoid confusion or autism, a universal term, the word "Beasts", can be introduced into the situation. It is illogical to try and label fictional composite creatures as something as rigidly defined as a "cat" or "dog".

They are the Legendary Beasts.

They're Pokémon OP. Sure their designs may have been inspired by real world animals, but they're not animals. These beasts are nothing more than pokemon with animal characteristics. I personally call them beasts because raikou looks more feline whereas suicune look more canine, and entei? Well that thing is a mystery(but an argument could be made that it resembles a lion).

They're East Asian "gargoyles".

I say that in quotes because there are a metric shitload of beasts in Chinese, Japanese and Korean lore that get intricate statues made of them, and all of them are conglomerations of a bunch of different unrelated animals. They function similarly to gargoyles in Western European mythos, as guardians of important religious and political locations. Some of them look like lions (pic related), but some are like horses, wolves, etc. It's just a fusion of a whole bunch of shit to look interesting.

The "legendary beasts" from Gen II are based directly on this idea. You even wake them up from their statue state.

If you'd like to know more about the trio, I suggest the bulbapedo pages on the 3 Pokemon in question. Perhaps their article on the Legendary Beasts will help out as well. They've done quite a bit of research, so I imagine it will be helpful for you to see how a Pokemon is almost never based on a singular creature.
