It's a translation error, from the Gen II. It was corrected with the following generations, they aren't purely feline either, their real name are "Legendary Beast".

Entai is based on the lion dog (just like arcanine).
Suicune is still a mystery for me.
Raikou is clearly the most feline and is based on the thunder god raiju that can take the form of a cat/tiger (and many other animals).

Concept art has japanese all over it, which mean that those were made for animator that speak japanese. Why would they not translate the thing for the other, english speaker animator that works here too ?

But okay, I'll admit that the whole "style thing" is not a really solid argument. Still the two last points stand still. Why a japanese company would ask a american company to animate stuff while japan animation is cheap as fuck, and why all the concept art are written in japanese if it's american people working on it.
