Flug is the German name for Flying. Someone took an image of rayquaza, chopped out the l, and it was funny. The reason it's still around is probably because it's just easy to call it Fug.

Once upon a time, a German guy wanted to host a Rayquaza giveaway, and as usual, he posted a pic of the cloned Rayquazas, then someone noticed how stupid the Rayquaza looked and how stupid "Flug" sounded, so he made an edit taking the Pokemon's face and stretching the Fug part, so it became a meme. I'd post the original pic, but I don't have it in my phone.
