All Luchalitten needs to surpass Houndoom is to have a Speed Stat of 96 so it can at LEAST hit it with a Close Combat since it doesn't have STAB Fighting type, before it can Mega Evolve.

On the other hand, if it doesn't have anything faster than 115 Speed, it's going to get rocked on the next turn if MHoundoom survives. Two Sludge Bombs are adequate for what it's aiming to accomplish since it gets the power boost when it Mega Evolves.

So yeah, Houndoom beats Luchalitten outright when it comes to how much damage it can do.

But I'm willing to wager it won't have the movepool to support it like Luchalitten's will.
