I mean, yes and no. There's a lot of cool design space where it could have a stupidly broken ability to compensate a shit typing and BST. Sort of how Shuckle's madly imbalanced in its stats isn't the best but it's also very unique and usable.

also, there are several problems with the concept:

first of all, if you're completing the dex, you're gonna be raising one anyway.

second of all, if it has any sort of redeemable feature in the prevo form outside of typing, eviolite and everstone do exist for ingame playthroughs.

Here is a good one, a Pokémon than gets SMALLER each time it evolves.

Like a fat fighting type like hariyama than gets fit, small and super fast.
