I'd argue the contrary.
it's everything else that tends to be constrained. overworld models, in-game models and such are limited by graphics, mechanics and such. the Orre and (I think) stadium games were able to render them closer to actual size, and had a much better range of sizes (try sending out a plusle and a wailord. biiiiiig difference)

Yeah, because of how small everything else scrolling along was, it made everything big look enormous. Even if some sizes don't exceed, say, the blue whale, the largest pteradons, the giant squid, etc. The elephant is a good comparison for when a land animal is actually big. Anything that was moving when it came on-screen was triply impressive. Lugia and Ho oh do seem big enough to need an entire building to nest in, holy fuck. Wailord, of course, can never be prepared for.
