Where have you read that megas are not allowed? Megas are not allowed to play on vgc17 but you can still use them on rating battles,

I'm surprised people aren't more excited about this feature. This is exactly what I've wanted since Stadium; being able to make rental teams for friends who aren't nearly as autistic as me is fun.

Megas are allowed! You just can't use them on vgc2017. Nowhere says that you can't use them on rating battles, ...
And you can't use rental teams to play on vgc2017 and yes on "certain rating battles" and link battles.
