Thundurus has Prankster Taunt, which is technically faster than Trode's, and it's volt switch is stronger. It out speeds everything it needs to to be viable, and doesn't have high speed at the expense of the rest of its stats, like Electrode does. Also a ground immunity, meaning it can be switched in on predicted EQs, while Electrode has no immunities without sacrificing its item slot for an air balloon.

Electrode hasn't garnered enough popularity to keep it out of PU despite its 4 different chances. It doesn't have a niche anywhere except as like a Rain setter.
