Aside from a few dodgy mid stages like Marshtomp the starters were all pretty much good up until gen 5. Gen 5 gave us Pignite and Emboar which are fucking hideous designs. Servine is also kind of stupid looking, but Serperior and Snivy are both good though they were shit to use in game. Oshawott's entire line is fine, people were butthurt about Samurott but he's not a terrible design, just not what people expected.

Gen 6 starters all looked like shit fully evolved (Greninja was a salvageable design but he had those ugly fucking triangles on his head), water and fire lines looked good at stage 1/2 and Chespin was okay but his evolutions were horrible. Like really fucking bad, Chesnaught and Quilladin are only saved from being the worst 3rd/2nd stages by the existence of Pignite and Emboar.

Rowlet is a good design at all stages. Litten's first two stages are good but the third is Emboar tier. Poplio is a fucking abomination through and through (but still not as bad as Emboar).
