everyone playing would be the tallest height available, which knowing Japan, would be the equivalent of 5'2" (since Pokemon is for kids). The shortest would be 4'0"

Since when has the protagonist's height or structure mattered? It certainly didn't in Gen 2 when they introduced an entirely different character to play as, or in Gen 6 when you could have protagonists who look completely different from the character who's supposed to be the hero thanks to clothing and hairstyles.

It depends on the country and gender though. I agree anything between 5'7'' and 6'4'' is average for a man in Europe and the US/Canada, since the average height in many of these lies at about 5'11'' for men (with the average counting both men and women at 5'8''). In the end, it's a relative term. I only really consider people to be tall or short if they deviate significantly, otherwise they're just "on the tall/short side".

For women though, 6'4'' is rather tall.

Passe the 6'5 point "from what I saw" they are usually also very skinny and very weak. I'm in the 6 feet's and I have very wide shoulders and a large build its rare to see someone taller than me be build like me, most are just skinny tall.
