It probably will. It's water shuriken, which has 15bp, was able to do more than half to Rockruff in on hit and only being a single level higher. Doing that much damage from just a 15bp move is rediculous, even if it's against a first stage and super effective. So either Water Shutiken becomes stronger, or Greninja gets a really high Atk stat.

Wonder if A-G gets a different ability when he changes?

To clarify, a single hit from a water shuriken by a lv 37 Greninja does about 1/4 to 1/3 damage to Growlithe, who is also weak to water. To replicate the damage (assuming Growlithe and Rockruff have similar bulk), Greninja would be base 150~ Atk.
A priority, multi-hit move off a base 150 Atk with probably even more speed and maybe can use a life orb is what we're getting here folks.
