The effect is honestly pretty lame.
I mean the only time I can see it being helpful is if you didn't already have 6 pokemon in your party and you for some reason weren't able to just walk back to a PC after capturing one.
I guess maybe if the wild mon was poisoned and you didn't want it to faint?
Although they removed poison as an out of battle mechanic somewhat anyway so whatever.

Should've just healed a bit of HP over time or per whatever amount of steps. That, or have a higher capture rate on healthy pokemon.

I didn't know that but it's only really helpful if you want to actually weaken the pokemon (as opposed to just throwing balls at it until you catch it) and get lucky by not killing it or being prepared with another pokemon who knows false swipe/hold back.
