Not that anon, but it's not reliable because it's doesn't work as effectively with a majority of all other pokemon. By your logic, Rest isn't a shit move on something like Normal Deoxys, for example.

Would I give Recover to Deoxys over rest? Absolutely. Would I give it to Normal Deoxys to begin with? No, unless I was running Defense Deoxys. Recover at the very least doesn't have any drawbacks upon use unlike Rest. At the very least, you could play mind games with Sucker Punch users, especially since Recover has more PP than Sucker Punch.

If almost every pokemon gets access to Rest, there has to be a price to pay, similar to Toxic and its accuracy. That's what makes Rest unreliable. The fact that specifically chosen pokemon get Recover (or moves similar to it) and knowing what it does compared to Rest is what makes it reliable.

tl;dr Rest is not a reliable recovery move.
