Easy. Moscow is the big central city like saffron, St. Petersburg is the hip port city, Novgorod is the more traditional styled lategame city and the E4 is in Murmansk. Postgame you take the railroad to Russian Far East where Vladivostok is the hub city and battle frontier or whatever is on Sakhalin. I think they'll make a game in Latin America or another American inspired game before Russia though. Japanese don't like Russia much because it's cold and Russia stole their islands.

The Leader is named Vladimir after Dracula and Putin, and he looks like a combination of both. His team is the ice ghost/dark types including one based on a vampire, which is his ace.

Its not THAT cold in Russia. We have many different climatic zones. So, huge amount of ice types will be illogical.
Also we have 15 cities larger than million people, 21 cities larger than 500 thousands people, 43 towns larger than 250 thousands people, 90 towns larger than 100 thousands people, 155 towns larger than 50 thousands people and 788 other towns. So, Russia is urbanized country.
And Vlad Dracula was romanian, not russian. But you still can use Vladimir Putin, Vladimir Lenin etc. Or just russian Ivan, without politics.
