Neither. It becomes Dragon/Fairy. The heart-shaped scale becomes a more prominent design feature, the grey becomes lighter grey and then becomes white, the tuft of fur is actually feathers that become more prominent as it grows wings, and the pointed snout becomes a beak, making it a griffin.
It will be the pseudo, but it's mostly evenly distributed stats will make it a fringe choice in OU as it wont fill any niche.

Switch Metagross and Garchomp out and I'm good. They're Cynthia and Steven's signature Pokemon. It feels wrong.

Jangmo-o's description seems too badass for it to be the pseudo. Dratini/Larvitar/Bagon all have English and Japanese names pointing out that they're small or young. Beldum is a dumbbell with no moves. Gible is comically stubby, and "nibble" also evokes babies. Deino mindlessly bumps around and eats like a retarded baby. Goomy is comical looking and the Pokedex outright calls it the weakest Dragon-type Pokémon.

Not to sound like a "muh patterns" autismo, but Jangmo-o feels more like Axew.

You're forgetting that the riddler isn't sorting by dex number His sorting bycategory first(regular pokémon, then legendaries, then UBs, then mythicals, then alolan variants), evolution second(pokémon tied together are listed together), and last by reveal(pokémon with no ties are listed as they are revealed within their category). Dex number plays no role.

You're either trolling or a moron. I'm not implying that everything has to be connected. Please tell me where I'm losing you:
1. Regular riddles are grouped together, this has always been the case.
2. Unannouced pokémon with connections are listed together with their ties, like the starter evolutions together with the basic starters, or the bust between the legendaries and UB's.

Goodra's problem is its lack of boosting moves, horrible physical bulk and speed. It can only run choice or assault vest sets and be good.
That stat distribution and typing allow it to be way bulkier and tank both physical and special attacks.
It could easily run the following sets: Choice Band/Scarf, Assault Vest, Swords Dance sweep, Bulk Up (which could work well with Dragon Tail), Utility/rocks, dual screens.

The fact that, with this design, it's hard to think it as a bipedal creature. Therefore the steel type suits better (it can evolve into a big armored pokemon with tank-style)
In every language its name has a reference to jangling or metal sound. It's Japanese name literally means "little jangling dragon"
