The main reason is Zinnia, as other people said, but to add to it, half of the Delta Episode consists of fetch quests in areas you've already visited before, and they tried porting the Mossdeep takeover from Emerald to ORAS but executed it poorly, especially the final boss, which went from one of the only full battles in Pokémon (technically a 6v9 if you brought a full team but I digress) to a 3v12 stomp that you have to actively TRY to lose. I'm serious, I played through ORAS twice, and both times I only attacked Steven during this battle to see if I could lose with my in-game team, and it just wasn't possible either time, Steven just tears through the enemy before all of his Pokémon have a chance to faint.

This would have been fine, and good writing in fact, if she was portrayed as a villain. If the narrative treated her as an extremist doing bad things because she thinks the ends will justify the means, played up her flaws and made her a well-intentioned villain, it would have been fine.

Similar to how they stole shit to summon their fave legendary, she does the same thing. Except she's more of an anti-hero for doing bad shit for a seemingly good cause.

And Maxie/Archie are both the definite least evil of the evil team leaders. What they're doing is for something they're passionate about. They're just doing awful deeds in the process, and later get redeemed at the end of their games.

The Delta Episode is supposed to be the micro Emerald equivalent to ORAS, so you're supposed to do the same with her. See her as the villain during the story, but realize what she's doing is sympathetic at the end because, like Maxie and Archie, she's a bit of a retard.

The plot basically happens because they need an excuse to have you fly into space on Rayquaza, and most of it is cutscene to cutscene in areas you've already been--it would've been neat to repurpose Emerald Magma Base for this in AS and have the usual Magma/Aqua base here in OR, plus maybe make you go to New Mauville and Scorched Slab. The new head scenario writer used it as an excuse to shill his OC waifu who like every writer's pet new character in a remake, re-release, or sequel handled by a new writer is a total piece of shit who hijacks the general plot in a very handwave-y way yet barely fit in if they do at all and has a shit personality.

It's likely the new head scenario writer for ORAS will have the same position for SM, since he was an assistant writer for XY, and ORAS in general was treated like a training ground for the major positions shifts and "passing of the torch" that is only truly coming into its own with SM, since they are now used to their roles, not remaking an old game, and Masuda isn't breathing down the entire project's throats because RS is his special baby.

I was actually ok with Zinna even though she was a little annoying. I was more bothered by the fact that the entire story was just running errands. Go here, get this thing, battle the guy, go back and then there's finally a decent payoff.

I never got the argument she's handled as a hero through all her shit. Literally everyone calls her out and in the end Rayquaza is like "nah son, fuck off".

I mean, she breaks into Wally's house, steals everyone's Key Stones and then knocks the player out to bring them to Sky Pillar. She's definitely not portrayed as the hero and morally upright. Like the anon said, there's a reason Ray chose the player and not her. She's young and hot-headed and thinks she has all the answers.
