Their movepools keep them up a bit, but no. This is not the best set of starters, neither battle or design wise.

Sinnoh, Hoenn, Kalos, Kanto, Johto and finally [spoiler someone let me out of my cage /spoiler], Unova. We'll see in what position ends Alola, for the moment i assure them a 3rd or 4th position in my list.

I'm not saying infernape isn't good, hell in fact it's the best fire starter in terms of stats and competitiveness. But the rest kinda drag him down as you stated the starters SET. Kantor starters right now are the strongest due to their megas being so damn good, otherwise they're OK at best, while hoenn is overall the best as all three dominated all of gen 3's competitive era and most of gen 4, then shit went down hill for swampert faster than Paul Walker that one time, while sceptile stayed relevant enough and blaziken got a fucking god send. Then gen 6 and blaziken gets even more pampering even before the others, sceptile got a massive improvement plus a goddamn immunity, then swampert got fucked one more time with swift swim in his mega... although I can't complain too much cuz base swampert is strong as is and got a damn good mega, just can wish they gave him more respect. Anyways they stayed relevant the longest out of all the starters in almost every aspect possible. Does that answer your question?

OK fair enough, but that still leaves the base forms, which hoenn absolutely rocks at as all are still strong and extremely splashable into any team comp. Swampert is an absolute tanky beast after you get rid off any grass types and makes great use of power up punch and assault vest, sceptile is a great sweeper and can gimp ghost types and poison healers hard as shit with fling, and even gets rewarded for it, And blaziken, with speed boost and protect, can be an excellent lead to tear apart the enemy team with. So that's still stands
