Yes it does, with Gale Wings you can invest in bulk instead of speed, and it also makes Brave Bird stronger.

Mixed life-orb sets could be fun with technician. Flame charge allows you to outspeed base 120 after one charge, and even uninvested hidden powers will do good damage depending on what you choose, ice and grass probably being the best choices.
After that, it has.. bite? Its still very frail, is easily outspeed by all scarfs even with the boost, and is destroyed by hazards.
