Why not Aerilate? Just by giving him Flying-type and let's say 20 in each non-hp stat, he's suddenly become much more viable. Aerilate Return/Hyper Voice gives him a good primary STAB.

really? i played through ruby recently for the second time (on gba, hadn't played it or ORAS since release), and i beat the game with not one but two wailords on my team. they had a distribution of HMs, water spout, and rest. not competitive by any means, but its still a 500 bst pokemon with a lot of HP (and admittedly not much else).
again, i really like wailord, so i'm not recommending you do what i did, but it went pretty well.

I think 170/65/65 is actually pretty good if you invest in one of its defences. But after seeing its stats that way maybe it wouldn't actually be that great - could be useful in lower tiers though, maybe as a wallbreaker?
