It's perfectly possible. I remember being similarly underleveled back then (no EV training), it made the E4 way more fun. In newer games it's rare to be more than 5-10 levels below the champ, even without any grinding or EXP-share easy mode.

Well the first half of that sentence explains the latter,kek. But yeah, Cynthia is quite the jump in levels and difficulty, especially compared to other games. Right before fighting her I had to use one half of my hoarded rare candies on Staraptor so it finally learned brave bird, and the other half to evolve Gabite into Garchomp.
