My theory is that they'll give you some sort of "portable box" which can store only selected rideable pokemon. This box can only be linked via that type of pokeball, through which you can choose what pokemon you want. As you progress through the story more and more pokemon gets added to this box. This way, if you encounter, say, a boulder, you can't progress until an NPC gives you a Tauros for the device

We got them for ORAS right? Primal Groudon and Kyogre. Last time before that was HGSS. I agree though that it should be a figure or something physical that you can't just download from the internet.
