I didn't put much thought into the level curve, except for early on because having Gym Leaders with only a single Pokémon is kinda dumb unless that single Pokémon is strong by a large amount. But the jump should have been decreased with each additional Pokémon. I ordered the Gyms by how many Pokémon the Gym Leader would own, so that's why Bug and Grass are #1 and #2 since that's just using pure types.

That said, it's also annoying since your rival uses an Altaria.
Seriously though, this is the regional dex where literally EVERY non legendary dragon type was available.
It really feels bad, especially when the previous Dragon members of the elite 4 were never afraid of doubling up on Dragon psuedos.
How is that Watson wasted potential? It has para-fusion, a decent unavoidable stab move and a move that handles anything that resists electricity.

You can maybe say they should have updated the teams in HG/SS, but they probably wanted to keep things the same for nostalgia. Not saying I agree with that sentiment, just giving the context and explanation for why Johto trainers still mostly use Gen 1 Pokemon.
